The following guidelines apply to streets and parking lots of the Village of Cooperstown that have been designated by local law as Paid Parking Areas
Fees:
Fees for on-street parking in parking spaces with 2-hour limits will be as follows:
- $2.50 per hour, payable in 30-minute increments (Each purchase is limited to a maximum of 2 hours of time although multiple purchases may be made in the course of a day)
- Parking spaces reserved for 15-minute parking, accessible parking and Village Official business are exempt from parking fees
Fees for Doubleday Parking Lot will be as follows:
- $2.50 per hour with a maximum charge of $15.00 for a full day
- Parking spaces reserved for 2-hour parking (or any lesser period of time) are exempt from paid parking fees. Spaces reserved for accessible parking are also exempt from fees.
Collection
- It shall be the duty of the Chief of Police to designate some proper person or persons to make regular collections of the monies deposited in parking meters, Pay & Display machines, or other approved paid parking systems. The designated person or persons will securely transport the funds to the Treasurer or the Treasurer’s designee. It will be the duty of the Treasurer, or the Treasurer’s designee, to unlock the containers, count the funds in such containers and deposit such funds in the usual manner provided by law.
Hours of Operation:
- On-street parking fees are in effect as indicated below:
- Seven (7) days a week
- May 1 through Columbus Day in October
- 9:00 a.m. – 6:00 p.m.
- Doubleday Field Parking Lot fees are in effect as indicated below:
- Seven (7) days a week
- May 1 through Columbus Day in October
- 9:00 a.m. – 6:00 p.m.
- Fowler Way Parking Lot will be permit parking only when paid parking is in effect in Doubleday Field Parking Lot.
Permit Parking
A permit parking system is hereby established for the Village Streets and Parking Lots that have been designated Paid Parking Areas, in accordance with the following guidelines:
- Permits exempt permit holders from paid parking fees in the Paid Parking Areas established by Village Law on Village Streets, in Fowler Way Parking Lot, and in Doubleday Parking Lot, the latter beginning at 4:00 p.m. each day. In the on-street paid parking areas, permits are valid for the first two hours of parking and permit holders may purchase additional parking at the meters, following the initial two hours, if desired.
- Permits are issued by the office of the Village Clerk, located at 22 Main Street.
- Permits can be purchased for $25.00. Permits for additional vehicles at the same registration address will be $15.00 (after the first $25.00 permit purchase). Permits purchased after September 1 will be $10.00 for each permit purchased.
- Permits are available for purchase on weekdays during normal business hours. In addition, the Village Clerk may schedule occasional evening and weekend hours for the sale of permits with the approval of the Board of Trustees. Vehicle owners may apply in person, by mail, by email, or by other available online system to purchase parking permits.
- Owners of automobiles are entitled to purchase parking permits. The owner must complete an application, which shall contain the name and address of the owner and the vehicle license plate number, make and model of the car.
- Parking permits are valid only for the specific vehicle for which they are issued, and may not be transferred to other vehicles. If the vehicle for which a permit has been issued is sold, destroyed or otherwise unable to be used, a replacement permit will be issued free of charge.
- The permit shall be evidenced by a sticker issued by the Village Clerk, which shall be mailed or hand delivered (if applied for in person at the Village Office) to the owner of the vehicle at the address listed on the registration. The sticker shall be securely fastened to the permitted vehicle as per instructions listed on the sticker.
- The purchase and display of a parking permit does not guarantee a parking space.
- The permit is valid only during the calendar year in which it is issued.
